Kiran (Raveena Tandon) and Raj (Govinda) are in love and keen to get married.
Kirans father Bhangari (Kader Khan) is a small time crook and has a big chop in
Chor Bazaar. As he is a well-known Gangster, he wants his daughter to marry a
bigger Gangster than him. He selects Shakti (Shakti Kapoor) a known Goonda.
Inspite of Kirans objection he almost accepts Shakti as his Son-in-law. Kiran
makes a plan and suggests Raj to pose as the Biggest Goonda in town and convince
her father to get her married to him. Just to get her love, Raj against his
nature acts accordingly and succeeds in convincing Bhangari. Shakti becomes
furious when he comes to know about this and he kidnaps Kiran. Bhangari also
gets annoyed when he comes to know that Raj is actually from a respectable
family and not a goonda. Will Raj succeed in saving Kiran from Shakti? Will
