Scotland Yard - F.B.I., K.G.B., the police all over the world is baffled -
the crime bosses from the whole world have vanished. Where have they gone??? In
a remote corner of the world they have assembled to choose their leader, the
Criminal of all Criminals, The Boss of all Bosses, they choose Devraj (Akshay
Kumar) as the International Khiladi. The dead body of a Police Informer (Vivek)
is found in a temple by the police. Insp. Amit (Rajat Bedi) tells the Comm. (Shabaaz
Khan) that he is sure that the crime has been committed by none other than
Devraj.
